Electronic Variable Orifice, it monitors vehicle speed and steering input to gradually reduce power steering assist at speed.

It's there because SCs have the same functions controlled by the ride control module, mounted in the Premium sound/JBL amp tray back there, so the wire path is simply reused between them. When the SC production ended the EVO module was moved under the glove box for 1996.
