Passing Emissions Testing

I have to do my 1st ever emissions testing on my T-bird. I dont know if it will pass here in Washington State. I've completely overhauled the exhaust, from the single into true duals with new cats, and removed the 3rd in place of a DI/DO magnaflow.

Is this going to cause me to possibly fail? I've never done one before! Any info would be great!

well... I've heard that the stock third cat removes a particulate that the stock 2 first cats do not get. But seeing as you have new cats, I don't see that being a problem. I dont know how they do emissions up there, but here in PA, they plug into your obd2 port to see if you're throwing a code. So no more tailpipe sniffing. And seeing how the O2's only monitor what the primary cats do, you won't throw a code. BUT, you may fail the visual inspection since the shop should know you should have 3 cats. This is all i know. Now if you drive your car under 5000 miles a year, you should be exempt from emissions. I do NOT know if this would include the cats.

incorrect.... the shop will be informed that the vehicle is equiped with TWC or "Three-way-cats" according to the catalyst sticker (if they even look at it) unless they look it up in an emissions book or do an underside visual inspection it will pass. Also they are more than likely only going to do a "plug and run" obd2 test, they will hook a data link cable to the obd2 port on the passenger side and check the back for visible smoke, as long as you haven't disconnected you battery lately you'll do fine. Also take it to some hole in the wall smog station, any busy jiffy smog or whatever and the kid who smogs it likely wont give it a second look.

Also a 4.6 bird with stock primarys cats in good operating condition will pass a tail pipe emissions test as well without the third cat. Just my $0.02 as a Nevada smog tech.

How is what I said incorrect? You've basically said the same thing as me. Except for the third cat taking out more particulates. But it is there for a reason. I said he would pass the emissions if they sniff or port scan. But I said he may fail if they do the visual inspection under his car and know he's missing a cat.

if it doesn't look outrageous and has just two cats some techs wouldnt know the difference on a visual inspection, they look for cats, nod and say to themselves yep it has them, and move on lol. sorry didn't mean to offend.

oh ok. no need to apologize. I've just had personal experience where a mechanic has commented on the third cat needing to be there. Maybe my area is just a little more hard core. Can you answer this though.. If I drive my car under 5000 miles a year, does that also make it exempt for having cats? Or do those still have to be present no matter what?

WA emmissions techs dont even pay attention to anything under the hood or under the car. They put a probe into the pipe and if your car passes it passes. You can even get a waiver from emmissions if your repairs that are taken after you fail are over 150$ and you fail again. Ive passed with flying colors on an old S10 with a 2.8L and offroad midpipe.

I always thought OBD II and OBD II compiant cars just got the EEC checked.. or is that just for specific states? Im in NW Indiana, and NEVER had a pipe check. As long as my Engine light isn't on.. i pass.

Sorry i thought he had a 95 and older car for some reason. My mistake yes his car will be EEC checked only no tail pipe sniffer will be needed. As long as the car is running well and no codes or ecu issues are present you should pass.

np, and 4.6L tbirds and cougars 94+ are also OBDII Compliant. As long as your CE light isn't on and you have 2 cat's present, you should be good to go!

He has a 96, so they should do an OBD-II check, but even though 94-95 have OBD-II, here they still do a sniffer check, and they are not eligible for every other year testing/two year plates.

Again, this isn't where you live, but in Tucson Az on my 89 they pop the hood, look around like they know what they are looking for, use a mirror and look at the exhaust system, check the gas cap, then I have to do an idle test, and run it on rollers test.

The 97 they check for SES light with key on, that it goes out after starting, and that there are no codes, and no p0000. On the computer terminal I see a diagram pop up that shows the exhaust configuration, but on the OBD-II cars they don't seem to check them, under hood or anything else other than the gas cap. BUT if you read what they are supposed to do, a full equipment check is supposed to be done.

I agree with TT281, As long as they don't look and the numbers are clean they shouldn't care. At least that is how it is in cali.

I know out here is has to be a 1980 or older vehicle to be exempt from cats, not sure about your state laws

In wa state anything older than 25yrs is exempt of testing so if your car is 1984 or older your free and only a few high density areas of WA state are emmissions areas.

As far as I know yes all obd2 compliant cars are plug and run tests.

No... 94/95 cars are not obd2 compliant, while they do have a majority of the paramiters in their computers they aren't certified for obd2 compliance and must be tested by a 2 speed tail pipe emissions test.

out here anything 1964 and older is exempt and anything older than 25 years may enroll in the "classic vehicle" program which is emissions exempt but also carries a limit on the amount of milage that can be put on the vehicle per year

Yeah with emissions being different in every state, You definitely need answers from someone in Washington. Not that there is anything wrong with what everyone has stated.
I would think that if they just plug into the OBD2 port you should be fine. Here in Nevada like Chris_Murder stated most guys don't look under the car here.
But I haven't been to Washington.

they never have. I had my old setup npi motor stage 2 cams/ headers/ 2.5" dual exhaust with only cats (loud a $H!+) and they didnt even look under the car. Or bother to nose around under the hood.

I agree, ask a Wa guy. I was stating that here in ca supposedly one of the strickest state for smog, each of the smog guys that tested my cars never looked undernieth, even though I had 3 inch single from the cat back (long story got talked in to single three inch)

No problemo.. every state is different.. here in NW Indiana my 95 4.6L I had didn't take the sniffer, but it's a PITA with how many states have different guidelines =P
