Why do cat systems say:except Calif?

We have a 1996 4.6 t-bird that needs new cats. Summit and everyone else selling cat systems lists a version for our car, but there is always the disclaimer: except Calif models. We happen to live in Calif, so what is going on? The cat photos look just like what we have.Since every maker says except cal,what are we left with?Do we have to buy from an actual Ford dealer?If I get the Summit system,who is going to know it's not original? I've searched for info on Cal laws but cannot find where cats are expkained.It seems like older cars can just get a cat, but if you're too new the game changes here in CA. Suggestions anyone?

i think emission laws have something to do with that, what you can do is get to be friends with someone outside of cali, and have it sent to them, then go to where they are, swap tags and have it installed. not exactly legal, but it works

No person engaged in a business that involves the selling of motor vehicle exhaust systems, or parts thereof, including, but not limited to, mufflers, shall offer for sale, sell, or install, a motor vehicle exhaust system, or part thereof, including, but not limited to, a muffler, unless it meets the regulations and standards applicable pursuant to this article. Motor vehicle exhaust systems or parts thereof include, but are not limited to, nonoriginal exhaust equipment.

A violation of this section is a misdemeanor.

My cats are no good at all but all I have to do to pass smog is go to autozone borrow the scanner, erase the code and head over to the smog check station. It passes with flying colors.

It seems that basically,a late model car ,to be legal,will replace converters from the same manufacturer that has already been legally allowed to provide your original cats. That is:the Ford dealer, whose prices are double or triple the aftermarket.Message understood.Catco cats work and are less restrictive,but are not state authorized.As long as Catco is not stamped on the bottom for someone to inspect,and they produce passing emissions without question,and nobody is the wiser,then all will be well (otherwise not). you could get a set of the highflow cats from magnaflow or wherever and do some creative welding and put the shells of your old cats over em kinda redneck but it may work, or you can just hide the logo(if any) of your new ones

Catalytic Converters
A legal aftermarket catalyst is one that is listed in an ARB approved manufacturers catalogue for the year, make, model, and engine size of vehicle on which it is being installed. Manufacturers of aftermarket catalytic converters must obtain an Executive Order for their products from the Air Resources Board in order to be listed in an approved catalogue.

They're out there.

I did a quick google search on "CARB approved catalytic converter". Came up with some promising results.

I bought cats anyway

Well. I bought the cats from Summit,#4593 (catco). They didn't fit because Summit inadvertantly listed these for 96-97 t-birds when they're really for 94-95 birds. The correct items are #4152 from Summit, but they don't have it listed with an application. If I'm correct, they are free flowing due to a little secret I won't divulge. My question : do any of you 4.6 guys run the Catco #4152's on your Thunderbird, and how are they for you? And yeah, none of them are legal in California, but they look nearly exact enough that once installed they will blend in.
I found that the foot long piece between the cats and the cat-back system reinstalls easily with a Harbour Fright Tools $20 pipe expander. If all goes well, after I return shipment, and my bum heals well, I'll do it all over again provided one or more of you readers gives me some good input on Catco cats.

As far as I know aren't the cat's for the 94-97 T-birds all the same? They probably must have sent you cat's for a 3.8

i dunno i ordered the magnaflow 3 cat system and it "SAYS" 94-97 but when the shop was putting them on the driver side was off by about 1 1/2 inches. didnt really matter though he cut the 3rd cat off and then it fit perfect

I believe I have california emissions even though I live in NY, I have a coil instead of distributor, would that mean I wouldn't be able to put on a custom exhaust?
