Excessive hard shifting from 1st to 2nd gear...

I have a '96 Thunderbird (LX 3.8L V-6) that shifting is hard between gears 1st and 2nd, but is smooth as can be though following gears... I just aquired the car and did a full ATF change including 2 quarts of lucas trans oil, to see if that helps fix the problem it's helped smooth the ride but hasn't done anything to the 1st & 2nd problem. Took it to a Trans shop and they said it is probally the PCM and would probally need to be replaced. I want to try to actually narrow the problem...Thanks for any insight that you may have.
