Can a failed TCC Solenoid cause this?

Car :1999 Linc Towncar
Tranny:4R70W
Miles on Tranny : 75K miles

Here is what is happening ....

1)OD light is flashing
2)got the code read and it said some thinf like torque converter clutch failure (don't remember the code exactly) --
2A) tranny shifts perfect -- oil (mercon V) is light pink -- no burnt oil -- very resonable clutch dust on the magnet in pan
3)Since then I have replaced the torque converter with another one that I had lying in my garage (this was a tested 'good' converter)
4)Got the same code again (which I don't remember!)(Yes, I had cleared EEC memory ebfore checking the codes again)
5)Since I don't have a tach -- at freeway speeds when I touch brakes going at a steady rate, rev of engine doesn't climb indicating that the TC is unlocked at all times
6)Could a failed TCC solenoid cause this?

Anyhelp is greatly appreciated!
Is there a test to find out whether TCC solenoid is bad?

Yeah, a bad TCC could cause that.

Unfortunately there isnt really a good test for a TCC without having direct control like through a tool like an NGS or other.

Thanks Darrin ... I have ordered the TCC solenoid. Once I have it installed, I will update this thread ....

Installation looks pretty simple --
1)drop the pan
2)pull the electricals out (I guess since this is a 99, its not the wires type)
3)unscrew the bolt holding the TCC solenoid
4)pull the solenoid out and replace with new one

Am I missing anything? Or precautions / tricks that I need to know?

Update

1) Change the TCC solenoid with new assy from FOMOCO
2) Old TCC solenoid was physically broken (if someone can tell me how to attach pic here then I can attach a pic -- it asks for a URL to attach a pic and I am not too savy with computers )
3) Trans now runs as it should -- no OD flashing light -- no codes
4) Engine RPM is where is should be -- doesn't feel as if its running harder anymore -- Mileage should improve aswell -- time will tell ....
5) Thanks for all who replied to help me out!
6) Again, I can post a pic if someone can help me how to attach a pic....

Well thank god is was elesctrical and not mechanical.I'm pretty sure a rebuild would exceed the cost of the part you just replaced.

BTW what would cause that to break like that??

Ya, I really don't have a clue why this would get damaged like this .... one of the tranny gurus like 'darrin' probably would have a clue but I am gald that I don't need a tranny rebuild -- while I was at it, I changed the Shift solenoid assembly as well .... just to make sure those don't go next ....
