New tires or not

I've been wanting to try new tires because they are the same ones that the car had when I bought it (2 2/3 years ago) and they have always stunk in the snow, and even in the rain. Yesterday I had parked the car in a lot and the wheels were turned. I noticed "Jeez, my tires are almost bald". I then did the penny test and sure enough the front drivers tire (just rotated from the rear pass side) barely came up to the "In God We Trust" above Lincolns head. So I tried the back, they had more than the first one which I figured made sense, they used to be in the front. Then I got to the front pass tire (used to be the rear drivers tire) and it had a ton of tread on it. Went to around Lincolns nose. What do you think I should do? Just continue on and keep rotating them until they are all as low, or replace them in the next few months. I'd really like to get new tires before winter, but I wasn't really planning on buying tires soon. I've got shocks to replace and I was thinking about lowering at the same time. So I don't know which I should spend the money on first. I sort of have another car to drive in the winter, but I'd rather drive mine.

If it was me, I'd get the tires replaced - all four, of course. You should make sure that what's holding your car on the road is in good condition. New tires made quite a bit of difference with my car.
