side skirt installation problem

I painted wife's -93 SC. Now I'm putting pieces together. Side skirts doesn't fit any more. Attachin rails were little rusty so I swapped them, I did have original fitting rail as a spare. I used old one as drilling template. Car wasn't rusted at all, so I riveted them to original holes. Rear parts of skirts won't go in to their place. If I hammer them with wood block, gap gets too big or skirt wont stay in place.

Does anyone have exact measures where to attach fitting rails?

I've done it before to wife's earlier car, it was hard too. Then I fabricated new fitting rails, because they were all so rusty and car needed new sills too.
