Windstar Problems.....AGAIN!

well my mom drives a 99 Windstar with the 3.8 v6. The problem is when she goes to start it up in the morning it barely wants to run, it will start go to about 1500rpm's than after about 15-30 seconds it will idle around 1100 rpm during the first 5 mins of driving if you come to a stop, it will hesitate and you have to put it in neutral and rev it to keep it running. Also when you start it you can hear a loud sucking sound too. I took it down to schucks and the said it was something in the EVAP system...i checked for vacuum leaks and couldnt find any (but i may have missed a few lines because i couldnt ge to the back of the motor. Any help is appreciated.

Wrecked my 94LX looking to get another car.
