That's not precisely how it works.
You don't need a "chip" although you can get one. The drawback to a chip is that you have to send it back every time you need to adjust something, which is a pain in the butt.
Get an Xcal tuner. You can get them new for $400 (worth it) or used on Ebay for anywhere from $50 (usually locked, requiring a $120 factory unlock by Xcal) to $200 for a good, unlocked/unmarried one.
Then you hop on Don Lasota's website LaSota Racing Ford Tuning & Training
, fill out his form, pay him $100 or so, and he'll email you a tune that you can load onto your tuner, and then load onto your car. He's the guy I'm getting to tune mine when it's done. You'll need your computer code, etc. It's all very easy to do, takes just a minute or so.
I used to use Blue Oval Chips like a lot of the other guys here, but it's been discovered that he doesn't do a lot of the things he claims to do, and cheats a few things on the tune. The chip in my car is a BOC chip, and it's getting removed when I apply my Lasota tune with the Xcal I bought on Ebay. I've had good tunes from BOC, the one in the car now works well, and the one on my 1999 Mustang worked too, but I can't get him to reply to emails I've asked him about reburning my existing chip, so I'm done with him.
Regarding your tires, I'm running a smaller diameter tire, but with wider rubber. My 255/40/18's are 26" Outside Diameter, while stock is 26.7" The reason those are on the car is because with my 3.73 gears, and whatever speedo gear is in the transmission, it gives me a perfect reading on the speedometer. It runs the RPM's up a little, like yours does, but it works well for me, and the wider rubber is very nice for traction/cornering.
