Even if a fuel filter has been changed recently there's always the chance that some sort of residue or blackage has moved from the tank and is now inside the filter causing these problems.
I always let fuel pour out of the tank line into a glass container, so I can see what's coming out of the tank.
If it's full of crap, a tank flush is in your future.
PLease don't pour gas on yourself, and set it on fire while doing this; I realize it's unlikely, but I feel I should mention it.
