Car Runs Cooler On Highway

So the title explains it. When I am on the highway, my temp stays right at the N on normal, but when driving on the city streets it will go up to the R/M and the radiator fan will kick on. Is this normal?

Sounds normal to me, on the highway you have increased airflow, but around town the fan is required to cool it down.

If it was more extreme (if around town it was over half way, for example), then it could point to not enough airflow for some reason, but it seems reasonable to me.
