Crank but no start...

1996 Pi'd V8. Did search BTW.
Replaced cracked intake. Now no start issue. Cranks hard, has spark at wires, no fuel pressure at rail but pump is cycling. Pulled pressure regulator, replaced with new, no psi at rail. Pulled regulator, cycled pump, fuel shot out of rail, replaced regulator loosened rail from injectors, cycled pump fuel came out around injectors.
Things I have checked.
Good battery, TPS voltage(0-4.8),coil packs(replaced with spare known good parts), crank position wires and connection, IAC connection, fuse 15.
Have MIL on dash KOEOff,code 00 on code reader(no code stored startup check),MIL does not go off after a period of time(5 min of KOEOff).
All accessories work(seats, windows, lights,vent fan, mirrors,moonroof, fuel door, trunk etc...).
Any ideas...thanks in advance
Im stuck driving a POS Lincoln Continental 3.8 FWD slug till this gets sorted out.

1995 850R with 18T, 3" downpipe, R.I.P. kit, ported intake,42lb injectors, N/A cams, 960 throttlebody, Rica tune(15psi in first and second 17psi in third and fourth). Bilsteins all around, V70R caliper and rotor upgrade, total lack of traction. IPD STB, Ultra Racing lower braces and RSTB.

Quick thought did the 96's have a PATS coded keys like the newer cars do? since the car never needed one before(I have a Walmart joebob metal key set) why would it need one now?

Update: replaced CCRM with known good parts(off my 95 that has the same PN on it-ps my 95 runs but has dead tranny more fun later with Art Carr). Checked voltage at injector connection KOEOff: 12volts on all 8, checked TPS 5 volts, checked IAC 10 volts, checked crank sensor 5 volts, checked MAF 5 volts, checked underhood fuses all have 12 volts at fuse block.

No PATS, I would double/triple check the crank sensor. Do you have a noid light or any other way of checking injector or spark? Just because you have pressure and 12 volts at the injectors doesn't mean it is getting the trigger.

I always forget what the crank sensor and the cam sensors control, when my neighbors Explorer with the 4.0 wouldn't start it was the crank sensor. I don't remember if it was getting no spark or no fuel injected though.

Crank sensor controls spark, cam sensor controls fuel injector timing.

Thanks checked Cam sensor wires one has 0 volts and the other has 2 so I guess I found my issue... now I get to pull my harness apart and run new wire fun.

Update:
SO my job sux.
Today is the first day I've had a chance to get on things.
Thought I'd confirm my short by breaking the harness at the ECM connection and pinning the proper location so I could hook up a test lead. Guess what no short 0 ohms resistance from the ECM connection to the cam sensor.
SO I checked the pin going down inth the ugly grommit on the firewall. should have been 5 volts at the pin KOEOff, was 2.
Pulled the ECM checked for resistance at the correct pin on the ECM harness to confirm a short in that part of the wire. No resistance there.
Means a dead ECM.
SO dead theres a burnt spot on the board.
SO if anybody with a GOOD and FUNCTIONAL, MBE2 computer for a 6-18B calibration V8 wants to make some money, drop me a text at 319-241-1895.
PS I can get a brand new one for 135 with a warranty.
