Pullies seem to be worth 5-8rwhp from what I've seen. The other intake mods don't gain much... the threads on modulardepot have led us to find the stock intake manifold itself is quite restrictive, that's why I say that. The TB spacer i really doubt would do much anyway. The 75mm TB and plenum will be more valuable once you start adding more mods... right now the gains will be fairly small.

I gained 5hp and 8ft of torque by having the upper plenum ported and the stock throttle body hogged out i think i would be possible to pick up another 5hp with new throttle body.

You would need a set of PI heads (99+ 2V ). They share a different shape intake port then the older style as seen in the pic (PI on RT).

PI Manifold
The Doc beat me to it.

1. Depends what the reserve is.
2. You'll need P.I. heads to go along with that P.I. intake.
(Different shape intake runners)
3. The perfered P.I. intake has the aluminum coolant cross-over.

You might consider an '02/'03 Gt MAF, colder plugs, 180 t-stat and/or a chip/tune from Superchips Custom Tuning (SCT) as some future mods.

P.S. Happy Birthday Scott!
