4.2 EGR problems

I have a 98 E 150 that has a strange problem. Idle is perfect with no cel light. Put it in gear and give it a little gas and she has the shakes real bad. Driveing is bad to unless you are flooring it or have your foot off the gas. Now for the funny part. I disconnected and plugged the vac hose to the EGR and it runs like new. Problem is that it will trow a cel light for insufficent flow of egr. The transducer ( us old guys call it) to the EGR was replaced a long with all engine rubber vac lines. Vac @ idle is about 18 " and checked for any vac leaks with propane. Does this sound like a bad EGR or something else. Any help would be appreciated.
