80 amp Ignition switch fusible link keeps popping?

I'm having an issue with my 1993 Tbird SC. The 80 amp ignition switch fusible link pops as soon as the key is turned to the 'ON' position. I get Acc, power windows, radio, etc. but nothing when key on. I've replaced the fuse quite a few times trying to track down bad wiring but have yet to be able to do so, everything seems fine. Any help tracking this down would be much appreciated. So far i've removed every single fuse in the power distribution box except for the one that is blowing and it still popped. Swapped out ignition switch with a known working one, checked wires on the starter and starter selonoid, swapped EEC with known working, removed the blower fuses which run on the same circuit (Fuse still went kablooey) and frankly I am at a complete loss.
