Fluttering PCV Valve Normal???

I noticed a noise coming from my PCV valve It sounds like its Fluttering (It's Not the Valve), So I went to the parts store to get a new one and I shook it around a bit and it makes the same noise, is this normal?? Is there a plastic type one or somthing??

the noise it makes is the valve inside the PCV. it's a one way valve that allows flow out of the crank case, but not into it. It should do that. When it goes bad it'll stop doing that because oil builds up and clogs it.
