What are the various causes of hesitation?

Just looking for some ideas for the neighboor kid. I have the idle set a bit low, he's trying to pass emissions today. I noted that one of the springs on the throttle linkage is worn, so I ghetto rigged it with a twist tie to give it a bit more tension. Any thoughts on what could cause it to hesitate on the take off? Just looking for some ideas.

mine will kind of hesitate every once in a while at take off a couple times after the initial start up in the morning........i was thinking its because i turned my idle down a little bit.....

1994 Chevrolet Camaro Z28
LT1 350
K&N Intake and Flowmaster Exhaust
1995 Lincoln Mark VIII
hollow front cats, 3rd cat still there, no resonator, replaced by a single 40 series flowmaster, 2 3"x18" tips out back. screamin demon coil packs, mallory pro wires, motorcraft platinum plugs. intake resonator delete.

How is the idle being adjusted? And is this on a Bird? Please tell me it's not by that screw on the throttle body...
