Taurus cooling fan question

I know not a T-Bird but alot of you guys know what your talking about. My father has a 93 taurus wagon 3.8L LX. The cooling fan is giving us some problems. It comes on when cold, but not when hot. If really hot it comes on but failes to cool the engine down. The temp sensor was changed and that did not fix the problem.

When it comes on cold, is the A/C on?

No, but every time the A/C is on, the fan does come on and the temp drops back down a bit.

Just thinking out loud but, is the temperature sensor near the top of the motor like our cars? Could it have air in the system?
