Question Still problems with trans

Still having problems with my 4R70W has code 639 TSS failure

I replaced the sensor. Still no go same code fluid level looks good.

Trans feels like its in second.
every now and then it will slip out and feel like its in neutral.

Can low fluid pressure pop this code?

Thanks in advance.

Ok after some research I also see one note pop up hear and there, as stated

Note: Some applications may have a 4.7K ohm resistor to ground.

Should I be using this? If so should it be on the wire that goes to pin 46 or 5 of the PCM..

P.S. EEC is a W4H0 out of a 94-95 mustang..

Again thanks
