Does anybody know how to alter shift points by 10 to 12% on a 93 first generation Mark VIII with out a retune ????

If your current tune is on an XCal2 with ODA enabled, you can raise or lower the WOT shift points a few MPH, but I suppose that could go under the category "retune".

Other than that.... I can't think of anything at the moment.

I don't believe there is any good way to do that, without a retune

I'll be there also. I could use some alcohol if you have some.
